DELIVERY SERVICES MANAGER

[Full-Time - Three Year Contract] 

LibraryLinkNJ, the New Jersey Library Cooperative, is seeking Delivery Services Manager will provide leadership and operational management of the statewide interlibrary loan delivery service to 395 multitype libraries across the state of New Jersey. The position will be largely responsible for exploring and implementing innovative practices and processes to optimize the efficiency and effectiveness of library materials transportation and distribution across the state and increase resource sharing between NJ libraries, including new and innovative ways to ensure NJ residents have access to books and materials. 

LibraryLinkNJ is a 501(c)(3) non-profit corporation. Its members are multi-type libraries and library-related agencies located in the twenty-one counties of New Jersey. The Cooperative has over 1,300 voting representatives from over 2,500 public and private school, public, academic, institutional, corporate, health sciences and special libraries and library-related agencies. A member-elected Executive Board meets regularly to oversee the programs and services of the organization. LibraryLinkNJ and its services are funded by the New Jersey State Library, which is responsible for the coordination, promotion and funding of the New Jersey Library Network.

The Delivery Services Manager will be responsible for developing and executing a comprehensive logistics strategy, coordinating with various stakeholders, overseeing transportation operations, and continuously improving the delivery processes. 

This role requires a strong understanding of logistics management principles, experience in overseeing complex projects, and an appreciation for the importance of library services in the community.

More specifically the Delivery Services Manager will:

  • manage partner relationships and ensure even distribution of services to a range of multitype libraries and groups, including consortia, county, academic, K-12, and special libraries;
  • develop innovative resource-sharing capabilities and processes, including collaborative implementation of new systems, tools, or processes;
  • manage delivery and other resource-sharing contracts and work with vendor(s) and in-place networks to maximize efficiencies and costs;
  • contribute to planning, policy development, communication, evaluation, and resource allocation;
  • create and manage a statistical, usage, and records system as analytical tools to advise on and optimize strategic decisions and operational efficiencies of resource sharing.

Delivery Services Manager Position Responsibilities 

Duties and responsibilities may include, but are not limited to: 

  • Develop a state-wide logistics strategy to optimize the delivery of library materials, taking into account factors such as geographic distribution, service levels, resource availability, and cost-effectiveness.
  • Develop and implement plans and procedures to ensure efficient and reliable delivery of library materials across the state.
  • Collaborate with key stakeholders, including library directors, staff, and technology vendors, to align the logistics strategy with the overall goals and objectives of the library cooperative.
  • Oversee all aspects of the logistics project, including planning, implementation, and evaluation, ensuring timely and successful execution.
  • Collaborate with internal teams and external partners to define project scope, establish milestones, allocate resources, and manage project timelines and budgets.
  • Facilitate effective communication and coordination among participating libraries, ensuring their needs and requirements are considered.
  • In collaboration with the Executive Director, identify transportation providers, negotiate contracts, and manage relationships with vendors to ensure adherence to service-level agreements and quality standards.
  • Monitor and track delivery performance, and address any issues or delays to minimize service disruptions and enhance customer satisfaction.
  • Continuously evaluate and improve logistics processes, identifying opportunities for efficiency gains, cost savings, and service enhancements.
  • Analyze data and performance metrics to identify trends, patterns, and areas for improvement, and implement appropriate strategies to address them.
  • Stay abreast of emerging trends, technologies, and best practices in logistics and supply chain management, incorporating innovative solutions into the delivery model.

Related Duties:

  • Participates in planning processes regarding future organizational strategic initiatives and other LibraryLinkNJ and statewide initiatives.
  • Represents LibraryLinkNJ to partner organizations such as the New Jersey State Library and the New Jersey Library Association as assigned.
  • Manages or supports special projects as needed.
  • Other duties as assigned. 

Required Education, Skills, and Experience:

  • A bachelor's degree in logistics, supply chain management, or a related field; or equivalent combination of education, training, and experience;
  • Proven experience in logistics management;
  • Strong project management and organizational skills;
  • In-depth knowledge of logistics principles, best practices, and standards;
  • High-level technology proficiency, including Microsoft Office applications, Google Workspace, and Zoom
  • Excellent analytics and problem-solving skills;
  • Strong leadership abilities;
  • Capacity to collaborate effectively with diverse stakeholders;
  • Excellent interpersonal skills and cross-cultural communication skills;
  • Ability to initiate, organize, and work independently; 
  • Ability to work effectively as part of a team; 
  • Ability to collaborate with individuals and groups, including other LLNJ staff, LLNJ members, partners, library personnel, vendors/contractors, and stakeholders, both individually and in groups; 
  • Proven strong customer-service orientation;
  • Flexibility and the ability to travel as needed to various locations, including state-wide and potentially out-of-state destinations.

Desired Skills and Experience: 

  • Three (3) or more years of recent work experience in a related position;
  • Familiarity with library operations, collections, and interlibrary loan processes;
  • Experience with online support/ticketing systems.

Job Requirements

The position requires light to moderate physical effort demanded when performing functions under typical office and computer-use conditions. Light to moderate physical effort and stamina required for assigned travel and transport of work-related materials and equipment to meeting sites. 

Must possess a valid Motor Vehicle Operator's License valid for use in New Jersey and provide the means of transportation to fulfill job duties in New Jersey and attend relevant meetings. 

Must be eligible for permanent employment in the United States with documentation for Form I-9 of the U.S. Citizenship and Immigration Services. 

Work Schedule and Location: 

The work week is 35 hours. This full-time position requires a regular presence in the LibraryLinkNJ office at least one day per week with the opportunity to work remotely based on the needs of the organization and at the discretion of the Executive Director. This position requires travel to meetings and programs throughout the state. Mileage and tolls will be reimbursed according to federal standards.

Salary: $80,000 per year or more depending on experience.
